The Construction Industry Development Board Act, 2000, tasks the cidb to determine and establish best practice (desirable and appropriate standards, processes, procedures, methods or systems) that promote a number of issues including procurement and delivery management reform. The Act furthermore requires the cidb to provide information to stakeholders on best practice. (See applicable legislation)

The cidb, following a consultative process with a Procurement Focus Group comprising knowledgeable persons drawn from a wide range of stakeholders, has in terms of the Act deemed a number of standards, processes, procedures, methods and systems embodied in a number of publications to be desirable and appropriate.
